Since its foundation, the principal goal of the UIM has been the education and training of civil servants of Latin America and Spain, with the conviction that the changes and transformations in local governments has been due to, in large part, to the vocation to service and the quality of the professional competencies of those in charge.  As its mission, the Graduate School of Local Government  aims to organize and to carry out all of the programs oriented with those aims.

  1. HIGHER EDUCATION
  • Masters in Public Management and Administration. There are three sites in Latin America: Guatemala (DEMUCA Foundation), Mexico (CIVITAS Foundation), and Venezuela (IZAPES). In each academic cycle, the local civil servants complete in their heardquater region the first phase of the program, the Expert Course in Local Public Management, and, afterwards studying the phase in Spain, they will attain the title of Magister. This degree is recognized by the University of Carlos III in Madrid.

  • Program of Management and Local Development (on-line). This program is designed to be given from a distance, in our very own virtual campus, with the thought of integrating this program completely into the classroom setting as a part of the program for the Masters in Public Management and Administration, certified by both the UIM and the University of Carlos III in Madrid. This program is for mayors, civil servants, municipal professionals and technicians, those of non-governmental organizations and of all the institutions that participate in the processes of local development in their communities.

  • Degrees in Local Public Management. These are programs in other institutions that have developed in various Latin American countries, and, that by being institutions made comparable by the UIM, permit their graduates to continue their studies to obtain a degree specializing in Local Public Management, participating in the necessary activities to complete their education, or in the regional site of the master’s that corresponds to the geographic proximity, or incorporating in the on-line program.

  • TRAINING
  • Course in Advanced Studies in Local Government. This course, three weeks in duration, is structured around three major ideas: the politics of local economic development, politics of the city, and politics of the people. The dominanat teaching strategy is empirical, which involves that the prticipant has direct contact with select local government experiences, the interaction with the local authorities serving to gain a greater understanding of its fudamental and operative aspects, critical analysis and the evaluation of government, providing a beneficial experience for the student.

  • Courses and Seminars in Government and Local Administration in Spain. These courses and seminars, that are directed towards those in administrative positions, both elected officials and experts alike of local Latin American governmental entities, and Spanish in particular, are oriented towards the development and the consolidation of a new administrative culture and the quality of the provisions of the public services in the municipalities.

  • EXCHANGE
  • Meeting of Local Authorities. This meeting is celebrated annually and its objective is to promote the exchange and discussion of ideas and experiences between local authorities held in Latin America municipalities. The trigger of these reflections is the presentation and analysis of experiences in local government on the part of the local authorities in the host country.

  • Local Management Workshop for Latin Americans in Florida (USA). This workshop is organized annually as laid out in the Agreement of Collaboration with Stetson University. The workshop’s objective is to put into contact those responsible in Latin American municipalities with those involved with municipalities in the United States, promotin reflection and debate about new methods of management and the involvement in the public sector and the private sector in the following fields: Tourism, Environment, Public Services, Economic Development, Budget and Financial Management.

  • Observation and Study Visits. These visits are organized by the UIM at the request of interested institutions and are structured around the themes of public management and local politics. Like the other programs in the Graduate School of Local Government, the dominant teaching strategy is empirical, which involves the participant in direct contact in specific situations.

  • ACADEMIC COLLABORATION
  • Organization and management of events. The School of Local Government, with a foundation in vastly acquired experience and with a qualified and experienced cast of professors, organizes and manages, at the request of local counterparts, courses and seminars aimed to satisfy the specific necesities of education and training. These events take place at the site of the counterpart.

  • Confirmation of activities. Through the School of Local Government, the UIM certifies and organizes educational activities realized by local counterparts that, by means of agreement, participate in the Program of Academic Cooperation at the institution.
